Absolutely. And make that "most companies, if not all". Where I work, that would constitute a severe breach of due dilligence.
That said, it has become much easier to obtain Enterprise profiles for smaller companies, and Apple has become reasonable about whom you can distribute to.
I know of a company that does Museum guides, and while the company is small, the number of devices they need to distribute to is large. AppStore is not an option, and Apple will not let you register more than one regular "Company" profile per company. The are using an Enterprise profile to deploy to the Museums' devices with Apples grace.
