What is the best way to install Xcode 4 if I work at multiple locations?

I am in-house developer for a group of vision scientists at a university. In the past I registered for the non-paid level of Apple's developer support, and downloaded Xcode from their servers whenever I needed it. I would like to migrate to Xcode 4. But I work in several locations, on multiple Macs, which are owned by different people, financed by different grant budgets, etc. What is the best way to get Xcode 4 on these machines?
Should I ask each of the Mac owners to set up an App Store account and purchase their own copy of Xcode? Note that I've already tried to do this on two of my own Macs, and it is turning out to be a nightmare. I have several AppleIDs (for historical reasons, don't get me started...). The App Store is apparently confused about which of these AppleIDs to use for each machine.
Alternatively, if I join the paid developer program (the $99/yr deal), does this allow me to download Xcode to all of the machines on which I work? Even if I don't own all of them? Are the installations tied to some sort of activation system? Is this a simpler or more reliable way to obtain Xcode installers and updates?
Note that I do not need to distribute my software through Apple's App Store. Also note that carrying a laptop between locations is not always a solution. Some of my stuff runs only on Mac Pros with specialized hardware.
