This occurs when I bring up Xcode from the dock.
So you're saying Xcode was automatically terminated while it was in the dock, and what I'm seeing is the delay while Xcode starts up again?

I actually only noticed this happening after I changed the System Preferences to not do a restore (or resume).
I don't know if that has anything to do with it.
