the quarantine thing is an xattr (ls -l@)
That TOC-type page opens fine in my Xcode 4.2. At least I think it's the same page I'm opening, I just take the top-level entry for iOS 4.3 in the Jump Bar. Not sure how to get the URL of an Organizer page/frame.
