Xcode 4 is not free if you're still using Mac OS X 10.6, and the upgrade to Xcode 4.1 for Snow Leopard is for this reason only available as a download from the iOS / Mac Dev Centers for paid members.
That said, Xcode 4 is available for free if you're on Mac OS X 10.7 - Both from the Mac App Store, and from the iOS / Mac Dev Centers (paid membership or not).
