I don't think Apple has given us a general name for it. In Xcode at least part of it is called jump bar, though that seems to be more descriptive of its particular function rather than it's generic UI form, if you get my drift. And that name applies only to a part of it, not to the part above the source list on the left. It's also not described in the HIG. It's a novel element that has not made it to the official 'specs' of Cocoa app elements. Also the elements, including the buttons, are all custom, they are not available as standard Cocoa objects. At some point in the future I guess it will be part of the standard Cocoa elements and make it to the HIG as well as to standard Cocoa controls and IB. But that may take a while, remember that for instance scope bars are now described as standard but still not available as standard objects. This is in an even earlier state.
