You can still use the contextual menu to Copy.

I wonder if this is a bug with all modal panels or if there's some faulty nib setting or something specific to that one.

I was tempted to procrastinate, but I filed rdar://10129014 on the quarantine problem:

> The HTML files in Xcode docsets are quarantined, so when I do "Open Page in Browser" in Xcode I get an alert that says "“index.html” is a web application downloaded from the Internet. Are you sure you want to open it?" First, this is a needless annoyance since Xcode downloaded the file and Xcode opens it without any warning. Second, the warning never goes away; the second time I try "Open Page in Browser" with the same file I get the warning again.
