Can't assign Xcode to be default app for .php files

Xcode 3.2.6, OSX 10.6.8

- Select a .php file in the Finder
- Select "Get Info" to bring up the Info panel for the file
- In the "Open with:" section, Xcode is not the default, nor is it in the popup list. Select "Other..."
- Navigate to and select /Developer/Applications/Xcode.app
- Note that Xcode is a "Recommended Application", and it says "This application can open PHP script files."
- Click the "Always Open With" checkbox
- Click the "Add" button
- Note that Xcode now appears in the popup list
- Click the "Change All..." button
- An alert panel pops up asking to change all similar documents.
- Click on the "Continue" button.
- Now Xcode is removed from the popup list, and is replaced with SourceCode.mdimporter as the default app for .php files. ???

What gives?
