"Stifled"? The lack of a pre-installed autoconf tool is stifling innovation? Huh?
If you want to install arbitrary Unix software, you certainly want a package manager, just like on other Unix systems. I recommend Homebrew, although plenty of people still use MacPorts.
For what it's worth, Ubuntu ships with far less command-line Unix software than Mac OS does. A basic installation doesn't even have tools like 'curl', much less any Ruby or Python environment; you have to use apt-get (or the GUI front-end for it) to install them.
