Not true. Just select "iOS Device" from the run destination popup. You obviously won't be able to run on a device without a device :), but you can build, archive, etc. If you do not have a device plugged in to your Mac, Archive will be forever gray.
If you have a *Simulator selected* as your run-destination, Archive will be gray. This is intentional, to keep people from accidentally archiving Simulator builds.
