PackageMaker - minimum target specification

I have downloaded the latest version of PackageMaker I could find on the Dev site (3.06, July 25 2012). When I start a new PackageMaker project, in the Minimum Target popup the choices are Leopard or earlier. I want to specify Snow Leopard as my minimum. How do I do that?
