The choices in the minimum target dialog are actually related to the minimum OS version that supports a specific format of the packages:

- Mac OS X v10.3 Panther : bundle packages and metapackages

- Mac OS X v10.4 Tiger: bundle distributions  and bundle packages

- Mac OS X v10.5 Leopard: flat distributions and flat packages


If you want to only allow installations on Mac OS X v10.6 and later:

- select Mac OS X v10.5

+

- add a Requirement (System OS version or Target OS version)


Note: If you are working on a package project, adding a requirement will turn your project into a distribution project.
