When I originally installed Xcode 4.4 on Lion it installed an older version of Clang than what I had originally (Apple clang version 3.1 (tags/Apple/clang-318.0.58) (based on LLVM 3.1svn)). I noticed that at the time the July Command Line Tools package was not yet available for download, which may or may not be related.

The pace of compiler development at Apple may have improved, but release management seems to be steadily going in the opposite direction.
