Hi,
You should add new localizations to your project the same way that you add a new target by selecting the Project, going to the Info tab for the Project (not the target), and adding a new Localization. Adding a new localization is really a project-wide function, not specific to a single file. This way you can localize all of your localizable resources at the same time instead of doing them one file at a time.
