Download "Auxiliary Tools for Xcode", copy PackageMaker.app into /Applications/Xcode.app/Contents/Applications and make symlink:
sudo ln -s /Applications/Xcode.app/Contents/Applications/PackageMaker.app/Contents/MacOS/PackageMaker /usr/bin/packagemaker
