FYI, one case where command control up or down arrow will fail is when Xcode opens your project and restores the previous window or tab order. It appears that if the Project Navigator hasn't been expanded and the file selected to be displayed, Xcode doesn't know that it should enable the "Jump to Next Counterpart" menu items.
I just found this our after relaunching Xcode and reopening my project after Xcode crashed when I pressed the "Crash Xcode" command key, otherwise known as command J.
Xcode 4.2 BTW.
