possible bug with refactoring and workspaces

In an Xcode workspace consisting of two projects each consisting of one target, I can't get Edit > Refactor > Convert to Modern Objective-C Syntax to offer me one of the targets. No matter what I select to start with, it offers me only the other target. This seems like a bug. If there are two targets, both targets should be listed in the dialog offering me targets to refactor. m.
