Open multiple files to separate windows?

If I double-click various file icons in the Finder one at a time, they open to separate windows, but if I double-click a set of icons, they open in an Eclipse-like view consisting of a single window with a drop-down-file-chooser at the top (not quite the same as Eclipses "tabs" which are more like a web-browser, but the same idea in spirit).
I can't find a preference setting to make multi-simultaneous-file-opens open in separate windows. It's painfully tedious to have to slowly click through the icons in a folder one at a time to insure that they open in separate windows.
Is there any way to do this, or is this a decision Apple is making for me (not to sound too bitter, I'm still hoping they offer a workaround that I genuinely haven't found yet)?
