I haven't tried for SDKs, but I have custom compilers (for clang trunk) installed here:

/Library/Application Support/Developer/Shared/Xcode/Plug-ins/

That works in 4.2, 4.2.1, and 4.3.

I fear the entire Apple ecosystem is moving in that direction...
