Create Archive menu option greyed-out

I'm trying to create an archive for a desktop app in order to test the release version before submitting to the store.  I do this all the time for iOS applications and don't have any problems getting this menu option to light up.  What conditions are required to enable this menu option in Xcode 4.2.1 with a Mac OS X Lion application?
