Find some 2006-era used Intel Mac for sale on eBay that includes the original installation discs, such as a first edition MacBook Pro. The non-server edition of Tiger for Intel Macs was only shipped as part of the hardware on sale at the time, all Intel Macs that shipped after Leopard won't run it, and it was never licensed to run inside a virtual machine.
