Did you mean Xcode 3.2? I don't think there was a version 3.3…
Assuming you meant 3.2.x, I'm not too surprised; Xcode 3.2 was never officially supported under Lion. Version 3.2.6 worked for the most part in previous point releases, but that was then…
If you really need to continue to use Xcode 3 for some reason, and you can't downgrade your Mac to Snow Leopard, then probably the best way to do it is to install Snow Leopard Server into a virtual machine and run it in there.
