Xcode Build Settings entries all behaving as string

A while back, I installed a beta version of Xcode 4 and I noticed something odd in Build Settings. Where I wanted to change the values, every entry behaved as text.
So for Base SDK, for example, instead of getting a popup with the various options, it just showed macosx -- no arrows. Double-clicking on it brought up a popover window containing a table with just "macosx", and + and - buttons at the bottom. For boolean values I'd get a text value YES or NO, rather than a popup with arrows and Yes or No.
I put it down to a bug. Then I updated to a newer version of Xcode, where it behaved the same. I put it down to being just an unwelcome change, and muttered under my breath. And it's stayed that way through several more upgrades. Now it's dawned on me, courtesy of using another Mac, that it's something specific to my Mac, not the versions of Xcode.
Any suggestions on a fix? I've tried reinstalling a couple of versions, I've deleted the old Developer folder, deleted an old copy of 3.2.6, deleted a couple of Xcode .plist files, but no change. Running 10.7.4, with Xcode 4.3.3.
