That isn't really true any more. JetBrains' offering replaces Xcode for most purposes, and is superior at everything it does do. I'm delighted there's some competition at last. Paradoxically, though, this currently depends on Xcode remaining free, as it's still needed for Interface Builder and Core Data modelling.

Responsibility, yes. But incentive, unfortunately, no. They don't make money from it, and there's no near-term risk of developers fleeing the platform, whatever Xcode's condition.
