Believe it.
Sure, you can do a multi-step process that'll give you two views on the same window, but XCode is very quick to repurpose one of those views for another file.

In Xcode 3.2, it's easy to split a source code window horizontally into multiple independently scrollable panes. I use this feature constantly. Although I have not yet transitioned to Xcode 4 (it would be great if I *never* have to, from what I've seen and heard), I have difficultly believing that this capability has been removed. Hunt around a bit and I'm sure you'll find it. :-)
