Oddly enough - I have the exact same behavior setup to display a Console (I wish I could force the debugger to *always* break into that tab) and indeed, you've given a fairly accurate description of what I'm seeing.

I've seen this occasionally. For me, it seems to be related to Xcode Behaviors. For example if I have a Behavior set to switch to a tab named Console when I start execution (i.e., Build and Run), but this project doesn't have a tab named Console then it seems to bring in a Console tab from another project. I haven't filed a bug yet as I don't see it very often and haven't tracked down if this is the exact cause.
