It's not available in the Xcode > Open Developer Tool menu, and the get-more item leads to a page that doesn't offer a package containing it. Searching connect.apple.com.

I have some impression that the Property List Editor had never come with Xcode 4, and that if you still had it, it was because the installer didn't delete it if it was already in /Developer.
