Entitlement/sandboxing settings for system plugins

In Xcode 4.3.1 the Summary page of an app target contains a section on Entitlements and App Sandboxing.

However if you are have a project which has targets defining QuickLook plugins and Spotlight importers, those targets do not have a similar Entitlements/Sandboxing section.

Is this expected, or should Xcode be showing some sort of UI to allow this? I'm honestly not certain even if Quicklook/Spotlight plugins are affected by sandboxing...
