OK, since I just bumped my ISP plan to "Unlimited" I figure it's safe enough to just go ahead with the iOS stuff.
Turns out it wasn't an extra download, just an extra "install" which needed a password, not sure if the wording was unclear or I just assumed the Xcode Component Installation needed a fetch.
And then the option to remove older tools comes up too - both the installer and /Developer, nice!
So I just answered my own questions by trying, and was pleasantly surprised - one benefit of cynicism, I guess :)
