Exporting app with Developer ID breaks Spotlight importer

Just wondering if this is a common problem, or it's just me:
If I "Export Developer ID-signed Application" from the Xcode 4.3.1 Organizer, the app works but the Spotlight importer fails to index documents. If I "Export As Application" and don't resign, then the Spotlight importer works correctly. Same build in both cases; 10.7.3; and I haven't enabled Gatekeeper.
Any ideas on how to troubleshoot this?
