How to index Help?

The documentation (Apple Help Programming Guide) tells me:
"You can create an index for your help book by opening Help Indexer (/Developer/Applications/Utilities/Help Indexer.app)".

The problem: there is no /Developer directory anymore (Xcode 4.3.1).

Where to look? What to do?
