You can alleviate this to some extent by creating a new behavior that creates a tab named "Project" and hides/shows whatever you typically want in your project window (e.g., show the Navigator View with the Project Navigator). Then assign it a keyboard command (I use command-control-P). Then typing command-control-P will show the Project window if it is already open, or it will new project window for you where you last left it, if it was closed.
