I just can't believe that the GUI team didn't pay more attention to what they were smoking.

Go to this menu item: View:Assistant Editor:All Editors Stacked Vertically.

In the Toolbar, click the Assistant Editor or press command option Return.

Viola. Spanners.

Why a Spanner button couldn't be present in the Scroll Bar region where it would be obvious escapes me.
