And actually, "Uses Single Assistant Editor" works GREAT for what I'm doing! (default setting for cmd+option)
Of note, it might be assumed that most of the settings in [Preferences > General]
require the cmd key :) but it took me a minute to determine that. The "dynamic" summary (at the bottom) looks something like this:
Click: Opens in primary editor Option + Click: Opens in single assistant editor
Option + Shift + Click: Displays navigation chooser to select destination Double Click: Opens in separate window
And so of course, I was wondering why 'Option + Click" was opening a popover bubble :) which, while a nice surprise, wasn't an editor :)
In any case, it is exactly what I was looking for. Very helpful - thanks.

Yes, this is quite possible in Xcode 4.
First off: Get to know "modified navigation" in Xcode 4. Pretty much anywhere you can navigate to a new file / place in a file, you can hold down either Option or Option+Shift to change the behavior of the navigation gesture. Try to do Cmd+Option+Click, or Cmd+Option+Shift+Click, instead of the Cmd+Click that you mentioned and see how that works.
Secondly: Check out the preferences for modified navigation in [Preferences > General], where you can modify the default behaviors.
