While I can empathize with those who use the GNU tools and mourn their loss from the Xcode distro it seems to me to be quite fair for Apple to no longer include them. I don't know if this was mentioned in the release note - I didn't catch it if it was. And if it wasn't it would have been good manners to mention it.
Nevertheless to be fair, Xcode is fundamentally mean't to help developers build SW for Apple products and so Apple's implied obligation, IMHO, is to provide that capability. Beyond that anything else they do is just through their beneficence.
Removal does impose an extra burden on those who require them. But those who do are surely more than able to acquire them.
After all the spirit of individualism and self sufficiency is still very much alive in our neighbours to the South.
And also for this loner up here in the frozen North. ;-} Of course you may disagree.
