That's a credible excuse for this.
As far as quitting when all windows go away: Apple made it impossible to please everyone on this, by forcing all apps to share one menu that's glued to the top of your screen. This turns your entire screen into, essentially, a single window instead of an unbounded workspace like other windowing GUIs. On any other system, the applications have their own main frames with menus on them; this makes it clear when an app is running, and how to quit it or leave it available but devoid of documents.
