But it's not independent. Xcode is a huge beast to load just to edit an XML file.
Michael, you can keep Xcode 3 around just for Property List Editor, if you like. Getting it installed on 10.7+ is a pain, but its mere presence shouldn't hurt anything. Just don't let it install any of the system-wide components; keep it confined to its own directory (e.g. /Developer or /Xcode3 or whatever).
Also, the free TextWrangler editor can transparently edit binary plists as though they were XML. You still have to edit the XML representation, of course, which isn't quite as nice as Property List Editor.
