It's not a standard control, so you can call it what you like. It behaves like a tab bar, so that's what I call it in my book.
The Navigator area and the utility inspectors may well be implemented in terms of an NSTabView; it's handy for managing a group of views for display in a single frame. If so, Apple may be setting its type to NSNoTabsNoBorder, and using a private control subclass to render and track the bar.
