I saw that myself under both Lion and Mountain Lion yesterday. After updating the Xcode.app to
4.5.2 in the App Store application and launching the newly installed Xcode.app, it showed
the Command Line Tools as installed in the Preferences dialog. I had to manually download the
appropriate November 2012 Command Line Tools dmg from connect.apple.com in order to install it.
Interestingly, even though the dmgs are marked as November 2012, the builds of clang and ld are
both 421.11.66 which is the same as in Xcode 4.5.1. Note that those were upgraded in Xcode 4.5.1
from the 421.11.65 build in Xcode 4.5.0. Proper synchronization of the Command Line Tools seems
to a weak point in the Xcode distributions.
