FYI, 8code 4.4.1 installs and boots fine under 10.8.2 in my tests. I know this does not directly address your issue, but hopefully it will give you a little more data to resolve it.
You should not have to resort to buying an older Mac that can boot to 10.7, just so you can install a version of Xcode 4.x that will be able to build your app.

I'm trying to issue a CSR to refresh our developer cert and after clicking "save to disk", no file is saved to the desktop even though the certificate assistant says it was. I feel your pain.

Sorry Jürgen. I tried installing 4.3.3 on OS X Server on 10.8.2 and it stated that it required Lion. I tried modifying the pList to see if that would allow it to launch under 10.8 but I got the error message that only Lion was supported.
I don't think it's a good idea, but I wonder if you can try changing the version string of the Mac OS to report that it's 10.7.x to see if 4.3.3 can be installed on the system and you can do a build.
I'll try a few more tests as time allows.
From the Apple side, I'm sure that it's really hard to support all the different versions of the Mac OS since Xcode 4 was released, but this is Xcode 4. Xcode 4.whatever should run on all the versions of the Mac OS from 10.6.8 to the current AND the file formats of the projects created in any version of 4.x should be compatible with any other Xcode 4.x.
We shouldn't have to be spending thousands of dollars to have spare equipment around just so that we can pull off a build on a particular version of Xcode since "that version of Xcode is the version that will open the storyboards" or "this is the version that allows deploying to this version of iOS".
