And Apple won't let you install an IPSW to move back a version either.
But I have a version of Xcode 4.4.1 that allows me to deploy to 5.1.x. Hope that helps.
Really, it's situations like this that make it harder to build, test and deploy for iOS than it needs to be.
Looking at my 4.5.1 installation, 5.1 back to 4.3 is supported and I have just launched an app using the 5.0, 5.1 and 6.0 Simulator.
By any chance, did you check your Xcode Downloads preference in 4.5.1 and install the iOS 5.0 Simulator?
