I can. Xcode 4.6.2, OS X 10.8.3, I've had no problems moving projects onto new machines and upgrading--they just run.
****HOWEVER**** I don't do any iOS development currently, so I've never had to provision, so perhaps this is all just bugs related to provisioning.
