Recommended method for building installers

I've been using MindVision's VISE-X for years, but it appears that I may
finally be forced to switch. (maybe that's a good thing ;-) It appears
they've gone out of business. mindvision.com is gone, and they no longer
answer any emails for several weeks. Anybody else here still using VISE-X
know anything about this?

Anyway, because I've been using VISE-X, I really don't know where to start
with using a different solution...

What's the current recommended (or best) method to build installers (i.e.
for downloadable software NOT sold through the App Store)? Is it
PackageMaker?

(I should mention that it's a Carbon app and I'm still using Xcode 3.2.6.
And it's not a simple self-contained bundle you can just drag into the
applications folder).
