I'm running an app in the simulator (destination 64-bit Retina 4") right now. According to Activity Monitor, all processes with "sim" in the name are 64-bit, not x86. Xcode 5.0.2.
That doesn't answer your question about the diagnostic claiming tests don't work on a device at all. I can wonder if WWDC2013 demos had iPhone 5ses available, four months before they were ready for distribution; and whether the headless test engine on Xcode Server is the same as that used by the IDE.
