Xcode 5.0.2 Documentation Navigator not displaying 10.8 docs

This is weird. I am (trying) to transition to ML 10.8.5 and Xcode 5.0.2.
Today Apple mailed me about a bug report I had filed and suggested it had been fixed in the documentation.
So I wanted to look at both the 10.8 and 10.9 docs.
Went to the Documentation Navigator and saw that I had to download both 10.9 and 10.8 docsets.
I also took the opportunity to get the Legacy and Xcode docsets as well.

Did other things till it had been completed and went back to check. 10.9 was there along with the others but no 10.8
Dug around and discovered 2 things:

(0) All the .dmgs are there in Users/pteeson/Library/Caches/com.apple.dt.Xcode/Contents/Downloads.
      There are also a couple of indexes but I've no idea what they do.
(1) Went to Applications/Xcode/Contents/Developer/Documentation/Docsets/ and they are all there.

So how come the 10.8 set does not show up in the Doc Navigator but the others, including 10.9 do?

Did the usual level 1 support advice of quitting Xcode and also re-booting ML. NADA.
Yes I have tried Googling and Stack Overflowing but nothing I tried as search criteria showed anything up.

Anyone else seen this? Anyone have a solution or suggestion?
