See also the 2010 SDK Compatibility Guide (From Xcode 5 Docn General Guides) section Conditionally Compiling for Different SDKs. 
Not sure if this means those SDKs must be part of the Xcode install or not.
I'm assuming they are not explicitly needed but it would be nice to find a definitive answer from the Apple Docs.
