*Every* build setting can have a different value per configuration. 95% of the time they don't/won't so the triangles are hidden (except on hover) because it's pointless noise. If a build setting does have different values for different configurations it clearly says <Multiple Values>. Otherwise the setting applies to all configurations. It's pretty straightforward.
