As with any other app accessing contacts: Go to the Security & Privacy system pref pane, “Privacy” tab, “Contacts” item. Find Xcode in the list and uncheck it.

BTW, I heard the people who write Xcode work for the same company that makes the Contacts app, so if they wanted to sneak looks at your contact info they could probably do it anyway… ;-)
