No iOS Development Certificate Found

I'm suddenly getting:

> No iOS Development certificate was found. However, there is already a certificate request pending. An Agent or Admin must approve this request before you can download your certificate.

When I attempt to add a device to the portal via the Organizer.

But I have a certificate, and there are no pending certs in the portal. Is this a red herring?
