I suspect there are two forks of Xcode "5".  One for 10.9 support and one for iOS 7 support.  The latter was released as Xcode 5.  The former I suspect will become 5.1.  Probably on 10.9 you need to continue with whatever beta of Xcode is provided with/for it.
